In numismatics, technically “rare” means very few examples are known (e.g. no more than a population of 75 of a certain coin would earn that designation according to the Sheldon Rarity Scale).
Take the 1916 D Mercury Dime for example. Tho there were 264, 000 minted (very low compared to all other years the Mercury Dime was minted, making it a key date coin) when you consider that in MS 63 condition; there are only 30 of these between both PCGS & NGC making this coin in “that” condition, a rare coin.
And though there are many old US coins and are definitely harder to come by (in any condition); the term “rare” is really only used to refer to the super low population know of a particular coin.
